This paper is the result of a comprehensive study of the issues and challenges of including disabled persons in interview surveys.  Through a review of the literature and over fifty in-depth interviews with key disability advocates and survey methodologists, we review the issues (including sampling, proxy interviewing, and the use of adaptive technologies) and present a set of recommendations for including disabled persons in interview surveys.
